The AIEE provides in-depth analyzes and scenarios of short, medium and long terms that form the basis for the development of strategies, valuation of investments and business decisions at global and regional levels.

The Association acts as an independent consultant and adviser for national and international organizations on issues related to the Italian energy policy; it is very active and is often a stimulus for these bodies and organizations helping them to define and formulate the energy policy in Italy, organizing also encounters and debates.
The AIEE prepares studies and analysis on behalf of several members of important national and international institutions.

Natural Gas

THE SITUATION OF GAS IN ITALY. THE SECURITY OF SUPPLY OF NATURAL GAS: A STRATEGIC PROBLEM
The study analyzed the gas system in the light of the role of LNG as a strategic tool for the diversification of the supplying countries and the opening of the gas market to the competition. 

 THE EVOLUTION OF GAS DEMAND AND OFFER: A CRITICAL ANALISYS
An updated study on the developments of the situation of gas in our country, verifying the framework of supply and demand expected for the coming years and analyzing the solutions that will enable the country to a real opening and competitiveness in this sector.

THE GAS EMERGENCY: THE ACTIONS TO BE TAKEN
The AIEE, together with the Energy Foundation, conducted an analysis to investigate the actions taken in Italy and in the world to handle the gas emergency; the functioning mechanisms of the gas market in Italy and in the World; the tariff criteria that govern the activities in the gas sector; new measures regarding the storage; the innovative aspects of the shipping service; new business strategies to operate in the current gas market.

 THE GAS MARKET IN ITALY: SITUATION AND PROSPECTS
The study, presented in Milan at the Assembly Hall of the Intesa Bank, analyzes the main factors of development of the gas market in Italy with an analysis of the constraints and opportunities for operators in the coming years. A detailed analysis of the market, providing a clear picture of the context in which it moves, from the point of view of demand and its coverage in terms of contracts and import capacity and considering also the liberalization. It also provides a forecast of the possible future structure of the industry and the problems they will face.

Energy efficiency

WHITE & GREEN; MARKET MECHANISMS TO SUSTAIGN THE ENERGY EFFICIENCY
A draft study and analysis funded by the European Commission, on market mechanisms to support energy efficiency and renewable sources. The use of computer modelling for simulation allowed quantitative comparison of different policies and measures, and helped, together with qualitative analysis, to determine the marginal cost of saving electricity and gas; the technologies likely to share the energy efficiency market; the effects of separating “Green Certificates” and “White Certificates”; the option of separating specific technologies; and the possibility of including renewable energy technologies left out by renewable portfolio standards. The research results give indications on best practice in the legislation and suggest to set up a European-wide system of tradable energy efficiency certificates. Such results should be useful both for the governments of EU member states and for the European Commission. In fact, there are 2 main types of stakeholders that can be identified as being most directly interested in this research. On the one hand, authorities at the national and EU level which are responsible for preparing energy efficiency policies and legislation. On the other hand, companies having the responsibility (or the opportunity) of carrying out the interventions leading to improved energy efficiency, such as gas and electricity distributing companies and energy service companies.

Emission trading

AN INVENTORY OF POSSIBLE ACTIONS TO REDUCE AND ABSORB THE GREENHOUSEGAS EMISSIONS IN THE AREA OF ROME
This study conducted by the AIEE under ENEA request is part of the project “Rome for Kyoto”, financed by the European Commission. Its purpose is to define possible actions in order to reduce the greenhouse gas emissions (GHG) in the Municipality of Rome. To reach this target, the study considered also the other programs for emissions reduction carried out in Italy and abroad and the vast amount of specialized literature. It tries to find a group of actions to be adopted, selected to fit the real conditions of Rome Municipality and its various particularities.

 IMPACT OF NAP (NATIONAL ALLOCATION PLAN) 2008-2012 ON THE MARKET PRICE OF ELECTRICITY – ANALYSIS WITH A MODEL MARKAL-TIMES

The study aims to assess whether there will be higher costs arising from the mechanism of allocation of emission permits and especially if there is a risk that these costs are passed trough to electric consumers. With the help of an economic model of the family Markal-Times which can create different scenarios on the basis of parameters assigned, the study has compared, both in terms of cost and emissions reduction, a number of solutions resulting from the application of the NAP elaborated according to the method used for the distribution of emission allowances, whose approach, is left to full autonomy of the individual governments. Our purpose was to compare the method used for the elaboration of the NAP 2008-2012,for the thermoelectric sector, of three benchmarks differentiated by fuel with the possibility to adopt one benchmark for all thermoelectric plants.

COST-BENEFIT ANALISIS OF THE ACTIONS TO BE TAKEN IN ROME AREA FOR THE GREENHOUSE EMISSIONS REDUCTION THE THREE CATEGORIES OF ACTIONS TO BE TAKEN RANKED BY COST
The study conducted by the AIEE under ENEA request is also part of the project “Rome for Kyoto” financed by the European Commission. Its purpose is to evaluate the costs and benefits of the possible actions in order to reduce the greenhouse gas emissions resulted from the anthropic activities developed in the Municipality of Rome. This research began with an inventory of the possible actions trying to assign to each action an economic evaluation standard number, defined as objectively as possible, using methods of quantitative analysis based on bottom-up technological methods as MARKAL-TIMES (IEA-International Energy Agency, ETSAP implementing agreement). The interventions to reduce emissions, according to the results of the cost-effectiveness analysis, were classified in three categories in ascending order of impact and cost of implementation. The study provides, to this purpose, an instrument to support the  decisions that need to be taken in order to prepare a program to reduce GHG emissions in the Municipality of Rome, giving more freedom to decision makers through economic indications, directing their choices towards the most efficient allocation of the resources to be committed.

THE WHITE CERTIFICATES. ASSESSMENT OF THEIR EFFECTIVENESS AND CONSEQUENCES ON THE RENEWABLE ENERGY SECTOR IN ITALY. A COMPARED ANALYSIS WITH OTHER COUNTRIES
The research had the objective to analyze the results in terms of energy efficiency and savings achieved so far in Italy from White Certificates in comparison to parallel studies ongoing in France and Great Britain in order to highlight its qualities and defects in view of the optimization of the program due in 2011. Another objective of the research was to assess the impact, and then the support that the system of the White Certificates is giving to the development of the renewable thermal energy that do not benefit from the system of the green certificates. Therefore, the research has provided a number of proposals and suggestions both to improve the current program of White Certificates in our country and to use these instruments of energy policy to support the development of renewable thermal energy.

Oil

OIL AND ECONOMY: AN OPENED DEBATE
The study conducted by Gianni Di Marzio with the cooperation of AIEE analyzed the existing relationship between the oil prices and the economy. During the last 50 years we have witnessed a recurrent association between oil shocks and high increase of oil quotations and economic recession of the consuming countries. Therefore recent strong fears reappeared, that the consequences of energy price increase might generate a negative effect on the economy of industrialized countries. In fact, the study wanted to give a comprehensive explanation why the oil price increase starting in 2003 has had a limited impact on the world economy and what we should expect in the future.

Energy Policy

LOOKING FOR CONSENSUS TO CREATE NEW ENERGY INFRASTRUCTURES: ANALYSIS AND MEASURES TO BE ADOPTED
The study conducted by the AIEE and the Energy Foundation is a contribution with new ideas and solutions to the search of consensus with the purpose to demonstrate that it is possible to convince the people to accept modern infrastructures by adopting new strategies. The study proposes innovative methodologies to obtain the consensus, different from the traditional ones, a change of paradigm, requiring a new cultural background of both the proponents and the locals, necessary in our country in order to reach co-accepted energy choices

 THE ITALIAN ENERGY SYSTEM AND ITS EVOLUTION BY SECTOR AND BY SOURCE

The study verifies the compatibility and adequacy of the energy supply and of the relative infrastructures in Italy in the next years related to the development of the domestic demand, to the new international context and to the necessity to maintain an adequate economic balance and sustainability of the national energy sector. 

THE ENERGY SCENARIO: THE DEMAND, THE OFFER AND THE CRITICAL ASPECTS
The study discusses the main elements of the situation of the Italian energy system and its mid-term perspectives with a particular focus on the necessity to develop new import and energy production infrastructures to face the growth of demand, in accordance to the environmental requirements. The study analyses the structure of energy demand in Italy by sectors and sources; the mid-term perspectives of demand related to saving policies and environmental safety; the evaluation of social, economic and environmental sustainability of the energy choices; the structure of the energy offer and the relative infrastructure, making a critical analysis of the economic, energy and environmental efficiency of the offer system and of the relative infrastructures related to the energy systems of the other European countries

 REGULATORY POLICY INSTRUMENTS TO PROMOTE ENERGY EFFICIENCY IN ITALY: A COMPARED ANALYSIS

The research analyzed the various existing regulatory and policy instruments used by the various States to achieve levels of energy efficiency in all sectors, particularly in the residential sector and trade. The main point was the analysis of the barriers to be removed to induce structural and behavioral changes of the consumers in the use of the energy products and services, both in buying them and in the effective use A collection and comparative analysis of energy policy instruments and standards of energy efficiency, currently in force in the various European countries, to achieve the goal set by the European Commission in 2020, the research has provided a number of proposals and suggestions to promote, in the coming years, the most efficient use of energy in general, and in some sectors, in particular, to better reach the goals set by the European Union for Italy, identifying the most appropriate instruments to be adopted in our country, taking into account the peculiarities of our energy system.
